Weworkedhardsothisyearwewantquiteagoodharvest.HiromichiIgariDirector,TomiokaAgrifarmsCo.,Ltd.BorninTomiokaTownin1943.BornonafarminTomiokaTown,hebeganfarmingassoonashegraduatedfromhighschool,andcon-tinuedfarmingasthefamilybusinessuntilthedisaster.FollowingthedisasterandthenuclearaccidentattheFukushimaDaiichiNuclearPowerStation,hespentthenextsixyearslivingasanevacuee.Whentheevacuationorderwasliftedin2017,hedecidedtoestablishafarmingcorporationandrebuildhishome.Togetherwithfourfriends,hestartedTomiokaAgrifarmsCo.,Ltd.andaimstorevitalizeagricultureinTomiokaTown.AgricultureisacoreindustryofTomiokaTown,howeveralltownresidentswereevacuatedafterthenuclearaccidentandnobodywaslefttorunthefarms.Ipersonallyreliedonfriendsandmovedabout,buildinganewhomeinIwakiwhilelivingintheevacuationsites.Thenaftersixyears,theevacuationorderwasfinallylifted.Icouldnotdisregardtheeffortsthatweremadeinspendingallthattaxmoneyanddecontaminatingsomuchfarmland,andIdecidedtolaunchanagriculturalcorporation.Ialsohadseveralfriendswhowant-edtobeapartofit.Atthemomentlargesubsidiesarealsoavailable,andIhopetoclearmanyobstaclesbeforethesubsidiesend,aimingtoprovideemploymentandcreateafarmthatcansomedaybetakenoverbytheyoungermembers.Wecreatedaproperplanandbeganoperating,expectingtoachievesignificantincomeforthefirsttimeinYear5.Lastyearwasthesecondharvest,howeverthesoilproductivityhaddeclinedduringitslongperiodofneglect.Wearecontinuingnowinwhatfeelslikealearningperiod.Thisyearwereallywanttogetquiteagoodharvest.Iwanttorunthefarmsothattherewardsarecommensuratewiththelabor,andhopefullydrawmoreyoungpeopleintoagriculture.Peoplecanchoosetoliveanidlelifeortheycanchoosetoworkhardforaliving.AslongasIhavelifeinme,Iwanttocontinueworkingbothforothersandformyself.Althoughthepainoftheearthquakeandnuclearaccidentwillnevergoaway,Ihopetoovercomeittogetherwithmyfriends.OuzukaShrine–Alocalshrinerebuiltafter10yearsAKaguraperformance(sacredmusicanddance)washeldattheceremonymarkingitscompletionintheautumn.3

KeepingalivefortherecoverythememoriesofthosewhosacrificedsomuchShiroIzawaMayorofFutabaTownBorninFutabaTownin1958.Mr.IzawagraduatedfromtheFacultyofVeterinaryMedicineatAzabuVeterinaryCollege,andopenedIzawaAnimalHospitalin1989.Heservedasatowncouncilmemberfrom2003to2011,andbecameViceChairmanoftheFutabaTownCouncilinNovember2011.OnMarch10,2013,heranasacandidateformayorofFutabaTownandwaselectedforthefirsttime.Atpresent,heisgoverningthetownfromthetowngovernment’sIwakiOfficelocatedinIwakiCity.TherecoveryinFutabaTownstartedin2017.Thatwaswhenitwasdecidedthatiftherequirementsweresatisfied,thentheevacuationordercouldbeliftedeveninthedifficult-to-returnzoneswhereresidentshadbeenexpectedtoneverreturn.Ithasbeen10yearssince,onthedayfollowingtheearthquake,ahydrogenexplosionattheTokyoElectricPowerCompany’sFukushimaDaiichiNuclearPowerStationforcedtheevacuationoftheentiretown.Evennow,around95%ofthetotalareaofthetownisstilldesignatedasadifficult-to-returnzone.AtpresentfromourIwakiOffice,wearepreparingtowardsendingthespecialreconstructionrecoveryzonedesignationin2022.Thedecisiontoacceptconstructionofanintermediatestoragefacilitywasthehardestonewehadtomakeinourworksincethedisaster.Nowincreasingnumbersofthetownresidentsarecomingtounderstand,atleasttosomedegree,thatacceptingdecontaminatedwasteinFutabaTownandOkumaTownwasunavoidable.HoweverIfullysympathizewithhowtheyfelt.Aswecontinuedlivingatevacuationsites,itwasafurtherblowtohavetogiveuptheland,homes,andpropertythathadbelongedtoourancestors.Iwillneverbeabletoforgettheexpressionsofthetownresidentssofullofsadnessandsuffering.IwanteveryoneinJapantounderstandthatthereasonwearemakingprogressintherecoveryisbecauseofthemanysacrificeswhichweremade.IhopethattheMinistryoftheEnvironmentandotheragenciesofthenationalgovernmentwilltakeproperactionregardingthecompactedanddetoxifiedradioactivematerials.TheFutabaBusinessIncubationandCommunityCenter,whichincludesarestaurant,foodcourt,andrentalconferencerooms,openedonOctober1,2020.5

Morevisitsleadtogoodconversationsandnewfriends.HisayoImaizumiMeetingPlaceHanaBorninTamuraCityin1948.Attheageof18,shebecameanemployeeofthelocalgovernmentinMiyakojiVillage(nowTamuraCity).Afterretiringin2009,sheworkedasthedirectorofanursingcarehomefortheelderly,andsinceleavingthatpositionshebeganmakinghandcraftsasahobby.Followingtheearthquake,shetaughtcraftstothevillageresidentsandlateropenedMeetingPlaceHanaintheMiyakojiDistrictofthecity.Becausemyhusbandandsonweregovernmentemployees,aftertheearthquakeIevacuatedandmovedfromplacetoplacetogetherwithmyson'swifeandtwograndchildren.ThereweremanynightswhenIwastoofrightenedtosleep,andIfeellikeIcriedalot.Afterourfifthmove,wewereabletorentade-tachedhouseandfinallywewereabletosettleinasafamily.Oncewegotsettled,IbeganthinkingaboutwhethertherewassomethingIcoulddowiththehandcraftsthatIhadlearned.Ihadbeenteachingcraftingforquitesometimeinthetemporaryhousingwherelivedbefore.Iheardoneoldladysay,“Isimplydon’tknowwhatIshouldbedoing.”Thesewordsstuckwithme,andfortwoyearsIwentbacktwiceamonthwithoutfail.OncewecouldreturntoMiyakoji,Irealizedthatpeopleneededaplacetogather,andthatwastheoriginofMeetingPlaceHana.Iwouldtellpeopleto“pleasecomevisitagainasyouarehelpingmepreventdementia,”andafterafewvisitswewouldhavegoodconversationsandbecomefriends.Childrencometolearncraftswitholdladies,andwehavefrequentvisitsbyadultvolunteersandstudentsaswell.WhenIrecallajuniorhighschoolstudentwhosaidtoavolunteer,“Youdon’thavetoworry;wewilltakecareofMiyakoji,”Istillfeelagreatswellofemotion.Ihadplannedtocontinuerunningthisplaceforjustthreeyears,butithasbeensixalready.Peoplesayitwouldbeashametoendit,andwehavecometothinkthesame.Ioftenwonderwhateveryonewouldbedoingifthisplacedidnotexist,andIwouldliketokeepitgoingaslongasIcan.Childrenlearninghowtomaketsurushi-binamobilesatMeetingPlaceHana.Localresidentsserveastheteachers,deepeningtiesinthecommunity.7

MakingamoreappealingtownbymakingwineinthespiritofgivingbacktothecommunityShubunEndoPresidentandEngineer(ConstructionDivision),FutabaInc.BorninTomiokaTownin1971.AftergoingtoTokyoforuniversity,heworkedatamajorconstructionconsultancyfirmandhasbeeninvolvedinODA(OfficialDevelopmentAssistance)inmorethan20countries.In2007,hereturnedtohishometownandjoinedthecompanythathadbeenfoundedbyhisfather,FutabaSurveyandDesign.In2013hebecamepresidentofthecompany.HeisalsorepresentativedirectorofTomiokaWineDomaine.“Whatwillyoudoaboutthecompany?”ThatwasthefirstthingmyfathersaidwhenIfinallyconnectedbysatellitephonewithhim,whowasdirectingoperationsfromanevacuationsite,threedaysafterthedisaster.MylatefatherKatsuyaEndowasmayorofTomiokaTownfor16yearsuntil2013.Hesaid,“Thecompa-nywasgrownbythiscommunity,andwehavetogivesomethingbacktoit.”Drivenbymyfather’swords,weresumedoperatingonApril11,andbeganworkingtorestoreandrebuildourhometownwithonlyhalfofouroriginalemployees.Welostmanyofourhomesandcompanybuildings,howevermyworkexperienceoverseasprovedusefulinthisemergency.Whenanadvanceteamentersaforeigncountry,theycarryonlyasingletrunk.IfeltsurprisinglycalmandthoughtthataslongasIhadaPC,Icouldmakethisworksomehow.In2013,inordertoworkforsolvingawiderangeofissuesintheregion,wechangedthecompanynametoFutaba.Atpresent,weareengagedinvarioustypesofsurveyingincludingtheuseofdronesand3Dscanners,aswellasconstructionconsulting,urbandevelopment,andotherwork.Rebuildingatownaftertheallthepeoplehadleftitforatimeisanewexperiencefortheworld.Hopingtoaidinrestoringthecommunity,separatefrommymainjobIbeganmakingwinein2016.Grapevinesarelong-livingandtheirfruitcanbeharvestedforahundredyearsormore,andmoreovertheyproducebeautifulsceneryandacenteringforceinthearea.Whatismostimportantnowiscontinuingtoholdontotheperspectiveofmakingtheareaevenmoreappealingthanitwasbeforetheearthquake.Thefirstgrapeharvestwasin2019,andatestbatchofwinewascompletedin2020.Ayoungwinehasafreshnessthatpairswellwithseafood.9

ASmartCommunityisself-reliantforelectricpower.YoshihiroKikuchiRepresentativeDirectorofACDCCo.,Ltd.BorninKooriTownin1962.Aftergraduatingfromuniversity,Mr.KikuchiworkedasanengineeratageneralcontractorinAichiPrefecturebeforereturningtohishometownatage30whenhisfatherbecameill.Hethentookoverthefamilybusinessandbecamepresidentin2003.Inadditiontoelectricalwork,thecompanyisalsobroadlyinvolvedinrenewableenergy.“Ourlocalelectricpowerreliesonpeoplewholivefaraway.”Previouslyourelectricpowerwassuppliedbyamajorpowercompany,andelectricitybecameunavailablewheneverthepowercompany’ssystemstoppedoperating.Aselectricalworkprofessionals,ourcompanywascloselyinvolvedwiththelocalcommunitiesandwebecameverybusyfollowingtheGreatEastJapanEarthquakeduetothenumerouspoweroutagesandincidentsofelectricalleakage.Atthosetimes,manypeoplecomplainedthattheywereunabletouseelectricityeventhoughtheirhomeswereequippedwithsolarpowergeneratingsystems.BecausethepowergeneratedbythesolarpanelswasDCpower,itmustbeconditionedbyapowerconditionerinordertooutputACpowerwithstablevoltageandfrequency.Howeveratthattime,theprimarypurposeofthesesystemswassellingpower,andlittlethoughtwasgiventostoringpowerinordertoensurestableavailability.Forthisreason,ourcompanybegandevelopingan“electricpowerself-reliancesystem”thatcombinedsolarpowergeneration,storagesystems,andelectricvehicles.Thissystemwascompletedin2018.Atpresent,thissystemsuppliestheelectricpowerneedsofourDateBranch.Evenif100%renewableenergyisimpossibleintheimmediatefuture,wecanraisetherenewableenergypercentageifthisapproachisadoptedbysmall-sizebusinessesandindividuals.In2020,webegansellingawood-burningstovethatfeatureshighthermalefficiency.Ituseswoodasfuelandisbothasteptowardsbecomingarecyclingsocietyandasolutiontotheregionalissueofdeterioratingforests.SmartCommunitiesofthefuturecanbeachievedbypersonswhocreate,store,andcarefullyusetheirownrenewableenergy.AimingtoreduceCO2emissionsoverthelong-termbyutilizingwoodobtainedfromforestmaintenanceandplantingnewtrees11

DeliciousproductsmadewithsalmonfromtheKidogawaRiverKokoroShiga,YukiTsurugaiGraduatesofFukushimaPrefecturalFutabaFutureHighSchoolintheclassof2017KokoroShigaBorninIwakiCityin2002andpresentlyafirst-yearuniversitystudentYukiTsurugaiBorninTomiokaTownin2002andpresentlyafirst-yearvocationalschoolstudentAtFutabaFutureHighSchoolwherewestudied,therewasaclasscalled“Future-CreatingEducation.”ThestudentsconsideredhowtoresolveissuesfacingFutabaDistrictaftertheearthquakebasedontheirownindividualperspectives(themes),andcollectedtheresultsintoapaper.Althoughweproceededindividuallyatfirst,wediscoveredthattherewereconnectionsbetweenourthemes,andthetwoofusdecidedtostudytogether.Thethemewas“EliminatingdamagetotheFutabaDistrictfisheryindustrycausedbymisinformation.”Firstweinterviewedsomefishermenwhoweknew.Whenweconductedasurveywithintheschool,manyrespondentsindicatedthattheirimageoftheterm“misinformationdamage”washighlynegative.Wedeclaredthatwewouldeliminatethenegativeimageandturnitintoapositiveimage.AnolderstudentaskedthemembersofNishinoFoodsandtheKidogawaFisheryCooperativeforhelpinouractivity.Theyreadilyagreed,andwedecidedtodevelopproductswheresalmonwasthemainingredient.Thetwoofusfocusedoncreatingproductsintwoflavors,andalsoonthelabeldesign.ThiswashowKidogawaSalmonFlakeswereborn.WethinkthepeoplecanfeeltherecoveryoftheFutabaDistrictfisheriesindustryfromthesesalmonflakes.WehopethattheseproductswillgenerateinterestinFutabaDistrictandleadmanypeopletovisit.Beingabletocontributeevenalittletoourlocalcommunitythroughthisactivityhasgivenusnewhope.Ms.Shiga(left)andMs.TsurugaipromotingKidogawaSalmonFlakes[PhotopublishedintheSeptember16,2019editionoftheFukushima-Minponewspaper]15

BringingbackmanysalmontotheirhometownintheKidogawaRiverKentaroSuzukiSalmonhatcherymanagerandsweetfishintermediategrowthfacilitymanageratKidogawaFisheriesCooperativeBorninIwakiCityin1982.JoinedtheKidogawaFisheriesCooperativein2000aftergraduatingfromIwakiKaiseiHighSchool.“IhavenoideawhatonearthaSievertorbecquerelis.”Whentherainofradioactivesubstancescausedbythenuclearaccidentcausedwidespreadcontamination,Iheardpeopleinmyneighborhoodsaythisoften.BecauseIhaddonelong-termtrainingattheNationalInstituteofRadiologicalScienceswhenIwasahighschoolinstructor,Ihadsomeknowledgeaboutradiation.OnMarch21,IgatheredtogetherthemembersofmyneighborhoodandexplainedthateverythingwasOKandtherewouldbenoimmediateeffectsfromtheradiation.Howeveritwasdifficulttoobtaintheinstrumentsnecessarytoperformactualmeasurement.EventuallyIwasabletoborrowahighlyaccurateinstrumentfromaformerteachingcolleague,butonlyfromSaturdayafternoonuntilMondaymorning.MycompanionsandImeasuredtheradiationdoserateatlocationsaroundthecity,hardlysparingtimetosleep.Theresultsshowedthatalthoughthereweresomelocationswherethedoseratewashigh,inmostlocationstherewasnocauseforconcern.InJuly,IreceivedarequestfromDateCitytoperformfixed-pointmeasurements,andthesearecontinuingevennowinthetenthyear.Becauseradioactivecesiumhasahalf-lifeandtheradiationdecreasesovertime,wehavecontinuedtocomparethetheoreticalvalueswithactualmeasurements.Thereasonthatthisispossibleisthatwebeganperformingmeasurementsfromanextremelyearlystage.Ratherthanjustbeingunreasonablyscared,itisimportantthatpeopletakeactionbasedonscientificevidence.IwanttodowhateverIcansothateveryonecanlearn,helponeanother,andleavebehindagoodhometown.ReleasingjuvenilefishintotheKidogawaRiverinMarch2018:boththechildrenandthesalmonwillgrowuphealthyandbig.17

PuttingmyloveformytwohometownsofIwakiandOkumaintotomatoesHiroshiMotokiRepresentativeDirector,WonderFarmCo.,Ltd.BorninOkumaTownin1976.AftergraduatingfromNationalInstituteofTechnology,FukushimaCollege,heworkedattheEastJapanRailwayCompany.In2002,hereturnedtoIwakiandestablishedTomatoLandIwakitogetherwithhisfather-in-law.Theybegancultivatingtomatoesinlarge-scalegreenhouses.In2015theyfoundedWonderFarm.AtonetimeIconsideredquittingtomatofarming.Conditionsweredifficultaswewereunabletoshipourproduceforhalfayear,anddayafterdaywewereforcedtodiscardtheproducethatwasturningaripered.TheearthquakeandnuclearaccidentforcedgreattroubleontoallofFukushimaagriculture.HoweverItoldmyself,“AgricultureiswhyyoucamebackfromTokyo.Findawaytomakeitwork.”Werepairedtheequipmentthathadbeendamagedbytheearthquake,andresumedshippingtomarkets,al-thoughatlowpricesduetodamagefromharmfulrumors.BasedonanideathatIhadbeforetheearthquake,IfoundedWonderFarmin2015inordertocreatearestaurantandtoproduceandsellprocessedfoodsmadefromtomatoesthatdonotmeetthestandardsforshipping.Ialsohopeditwouldleadtoexpandedemploymentandrevitalizationofagricultureinthearea.IhopetoseemoreyoungpersonsbecomeindependenttomatofarmersbasedontheirexperienceatWonderFarm.Becauseofthelongdaylighthoursandrelativelywarmclimate,Iwakiprovidesanenvironmentthatiswellsuitedtotomatocultivation.Increasingtomatoproductionthroughouttheregionwillalsoimproveourcompetitivenessasaproductionarea.AlthoughIcannevergobacktomyfamilyhomeinOkuma,IhopethatthroughtomatoesandmyloveformytwohometownsofIwakiCityandOkumaTown,IcanworktoimprovethevitalityofagricultureinHamadori.VisitorscanexperienceharvestingtomatoesinthetomatogreenhousesatWonderFarm.21

AchievingpoliciesthatmakeresidentswanttoreturnandhappythattheychosetolivehereJunYoshidaMayorofOkumaTownBorninOkumaTownin1956.Mr.YoshidajoinedthelocalgovernmentofficesofOkumaTownin1979,AfterservingastheDirectoroftheLifelongLearningDivision,GeneralEducationDivision,andGeneralAffairsDivision,heservedastheassistantmayorofOkumaTownbeforebecomingmayorinNovember2019.“Evenintimesofadversity,worksothatalltownresidentscanlivestablelivesasmuchaspossible.”ThiswasmygoalasagovernmentemployeewhileIwashelpingtodirectthefullevacuationofthetownfollowingthenuclearaccident.Welistenedtorequestsfromtownresidents,andplannedandtookactionwhilemakingsurethatthelivingenvironmentandotherconditionswerefairlydistributedtoallresidents.Intheend,around4,000personsevacuatedtoAizuWakamatsuCity,wherethecityprovidedinnsandhotelswithinthecityforouruse.ThepeopleofAizudideverythingtheycouldforus,andwewereabletosetupanelementaryandjuniorhighschoolforOkumaTownresidents,allowingthechildrentostudyinapropereducationalenvironment.IhavebeenservingasmayorofOkumaTownsince2019.Thereareresidentswhowanttoreturn,residentswhohavealreadyreturned,andresidentswhohavedecidednottoreturn.Howeverforus,thefirstpriorityispreparinganenvironmentforpeopletoreturntothetown.Sothatthoseresidentswhoareunabletoreturncanalsostillhavefondmemoriesoftheirhometown,wewillenactmeasuresthatencouragenewresidentstomovehereandensuretheyarehappythattheychoseOkumaTown.Lastyear,weissuedthe2050ZeroCarbonDeclarationthataimstoachievemateriallyzerocarbondioxideemissionsby2050,andhavecreatedapathtowardsthefutureofourtown.WewillcontinueworkingtodevelopanattractivetownaswerebuildOkuma.StrawberriesfromNexusFarmOkuma,astrawberrycultivationfacilitywhichopenedinOkumaTowninAugust201923
